{{OzoneStreamCapabilities}} was added in HDDS-2750 as temporary solution to
store Hadoop 3.3-specific constants when Ozone was still built using Hadoop
3.2. Since we have already upgraded to Hadoop 3.3, the Ozone-specific class is
no longer needed.
