[~pifta] can we get this assigned to someone on the cert rotation team and
fixed with priority? I've seen this fail multiple builds on PRs. Since it's a
relatively new change I think it would be better to fix it now than add a
{{@Flaky}} annotation.
Also I first saw this on January 6th in
https://github.com/apache/ozone/actions/runs/3856985262/jobs/6573869868 which
is before the resolution date on HDDS-7339.
