Currently all RATIS containers are hard coded to be handled by
LegacyReplicationManager. This jira proposes adding a configuration that will
decide if these containers should be handled by new RM or legacy. For now, by
default, legacy should handle ratis containers.
Note that the new RM does not yet provide a move API. So if the new RM is
configured to handle RATIS containers, container balancer is not expected to
work.
