Summary: OzoneManagerStateMachine Ratis list no longer displaying
leader

Previously, on ratis configuration change, the OzoneManagerStateMachine would
output to the om logs the new ratis configuration listing each om node and the
leader om node.
Currently, the ratis configuration list output by the OzoneManagerStateMachine
on ratis config change lists all om node as Followers:

Updater] INFO ratis.OzoneManagerStateMachine: Received Configuration change
notification from Ratis. New Peer list:
