Summary: [Snapshot] KeyDeletingService to be aware of Ozone
snapshots

KeyDeletingService/KeyDeletingTask has to check whether the same key object ID
exists in the previous snapshot of the same scope (bucket). If it does, the key
blocks must not be reclaimed.
