Description:
Idea: Strip PR titles starting with 'Revert "', then follow the same check as
already defined in
[pr_title_check.sh|https://github.com/apache/ozone/blob/master/dev-support/ci/pr_title_check.sh].
This supports the title generated by Github's built-in revert PR feature.
