Summary: Experiment with removing old SCM's node information from
ratis log

Sometimes the ozone users might move SCM in a ratis ring from one node to
another node, and the old SCM information outputs to following command after
the move:
*'ozone admin scm roles'*
This is due to old SCM's configuration not being removed from ratis log.
In theory, we could manually remove all stale SCM node’s raft log from SCM’s
raft-meta.conf file. Then manually trigger a rockDB checkpoint creation after
that. The checkpoint should be able to prevent the previous SCM configuration
from being reapplied
This task is to experiment with this solution to see if it works or not.
