It looks like these two tests in
[https://github.com/apache/ozone/blob/master/hadoop-ozone/ozone-manager/src/test/java/org/apache/hadoop/ozone/om/TestBucketManagerImpl.java]
are actually opposite of what the names suggested:
testCreateEncryptedBucket() verifies the behavior of a simple bucket creation.
testCreateBucket verifies the behavior of an encrypted bucket creation.
