Tested on apache master 2094661e52ff6be15dbccc9bdc1845ccda7ca306, When a
container is moved to DELETED state in SCM, Recon's container count does not
decrease. Looking at the
[code|https://github.infra.cloudera.com/CDH/ozone/blob/1f73806c86c98413600f5898134447403149c897/hadoop-ozone/recon/src/main/java/org/apache/hadoop/ozone/recon/spi/impl/ReconContainerMetadataManagerImpl.java#L483],
it looks container count only increases. This has caused some confusion for
users after deleting large amounts of data.
