Summary: Refactor the way to notify keyStoreFactory about

Currently, keyStoreFactory will periodically check whether the certificate is
get renewed.
The new way is keyStoreFactory register itself to CertificateClient. After
certificate is renewed, CertificateClient will call to notify keyStoreFactory
about it.
