OzoneClientConfig is overwritten in ECKeyOutputStream

For example:
new ECReplicationConfig(3, 2, RS, 1024);
new ECReplicationConfig(3, 2, RS, 512);
The Chunksize is different, Uploading different ECReplicationConfig files at
the same time affects each other.
