Can we write some test that can exercise these code paths end to end ? Perhaps
mimic this with an integration test. We may have to tune down the RATIS log
size to very small number of transaction so these code paths do get exercised.
# Create a OM HA mini ozone cluster
# pause one of the OM nodes
# continue creating multiple transactions and multiple snapshots.
# after a while, bring up the paused OM node and make sure that it has
identical snapshots + active OS data as the leader OM.
# Step 3 should be configurable to create even thousands of snapshots. In our
local build, we should be able to test this thoroughly.
