As we discussed regarding HDDS-7817 the RATIS_DATASTREAM port suffers from the
same incompatibility problem as the http and https ports, but it did not
surface because the RATIS_DATASTREAM port is not added to the DatanodeDetails
before it is persisted during init, but still it might be persisted later.
This ticket aims to pull the framework piece that was created for HDDS-7817 and
add RATIS_DATASTREAM with an MLV smaller than the MLV for the port additions,
as the RATIS_DATASTREAM port was added earlier, and with that framework piece
to solve the compatibility problem with the port addition.
