Containers created after ozone 1.3.0 will use one RocksDB per volume (container
schema V3). Containers created before that will use one RocksDB per container
(container schema V2). With schema V2, there will be many more RocksDB
instances so there is a higher chance that threshold is crossed before datanode
realizes it, because RocksDB size would only be updated when the du is run
every hour. For schema V3 since there is only one RocksDB there should be less
space overhead and datanode would probably realize the true space used sooner.
