## What changes were proposed in this pull request?
* Enable the new ReplicationManager by default
* Except in:
* `TestLegacyReplicationManager`, since it tests
`LegacyReplicationManager`
* `TestDecommissionAndMaintenance`, which will be fixed for new RM by
HDDS-8459
* Fix `TestStorageContainerManager#testCloseContainerCommandOnRestart` for
the new RM flow
