In the new ReplicationManager, we have extensive unit tests, but there are not
many tests which check the end to end flow.
We should create a set of integration tests using a mini-cluster cluster that
validates the happy path flow for under, over and mis replicated containers for
EC and Ratis to give more confidence the build is good when things are changed.
