Summary: Update PipelinePlacementPolicies to use
SCMContainerPlacementPolicies

Currently, there are two sets of implementations for placement policies,
pipelinePlacementPolicies and SCMContainerPlacementPolicies. The
SCMContainerPlacementPolices are more up-to-date and complete than the
pipelineplacementpolicies. This Jira is to re-use the
SCMContainerPlacementPolicies for pipeline placement.
Currently the SCMContainerPlacementRackScatter is used by the
PipelinePlacementFactory to implement the rack scatter policy for pipeline
placement. This should be expanded to include,
{{{}SCMContainerPlacementCapacity{}}},
{{{}SCMContainerPlacementRackAware{}}}, {{SCMContainerPlacementRandom}}
