Found by Bruce Shimel (not on jira) while testing Ozone. Repro steps work in
docker on

$ ozone sh bucket create /vol1/ec5-bucket-bshimel # this succeeds

put: Bucket or Volume name has an unsupported character : _
$ ozone sh key put /vol1/ec5bucketbshimel/testkey HISTORY.md
BUCKET_NOT_FOUND Bucket not found
