Hi [~nanda] , I believe that the problem this ticket is for is addressed in a
ticket I have, PR #4622 HDDS-7985. This patch updates the cert validation
check to check unique certificate subjects. With checking the number of scm
nodeids in the configuration to the number of unique principal subjects of the
certs, it resolves the count issue in case of recovered scms. Please review
the patch. Thanks!
