Description:
Close RocksDB instance in RDBStore if its initialization fails.
We create RocksDB instance
[here|https://github.com/apache/ozone/blob/75f5a28f376516e7252e750e86a10c2f9d874d5a/hadoop-hdds/framework/src/main/java/org/apache/hadoop/hdds/utils/db/RDBStore.java#L112]
but don't close if *RDBStore* creations fails after that.
