## What changes were proposed in this pull request? Support pipeline placement policy algorithm to adapt usedNodes. When usedNodes are passed in pipeline placement policy consider usedNodes to determine anchor node and based on that return new requested nodes based on rack aware policy. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-7227 ## How was this patch tested?
