Container balancer tries to interrupt current balancing thread upon being
stopped. As evidenced by HDDS-8676, this may fail (maybe due to interrupt
before the thread even starts sleeping). The result is that balancer stop is
delayed by at most 3 minutes (or 3 times the configured node report interval).
