Resolution: Won't Fix
Yea, it is not so simple to have a dynamic limit, and we are not sure if it
will be needed or not until we see how things work in practice. The suggestion
here is a good idea how, but for now, I think we can close this Jira and
revisit in the future if there is a need to improve upon the static factor.
