## What changes were proposed in this pull request?
* Reduce duplication by converting `ozone-s3haproxy` environment into an
add-on. It can be used with any existing environment. Test is run in `ozone`
(unsecure, non-HA) environment.
* Use LTS Alpine image of HAProxy instead of `latest`.
