Summary: More graceful handling of recoverable volume failures

Some issues with volumes are recoverable by admins, like incorrect permissions
or running out of file descriptors. Right now the only way we have to alert
admins and fix the problem is fail the volume, which can trigger unnecessary
replication since the data may still be good, we just cannot read it. It would
be good to have a better way to alert about the issue and give it a chance to
be fixed without triggering Ozone replication.
