[~Myskov] - can you share design doc for this Jira tasks. I think as we
discussed during heatmap work, that storage tiering design and policy work in
progress, so I believe this work may compliment it. Feel like this work needs
joined up with the heatmap and some discussion to be had on what direction we
should go with it.
