HDDS-8477 changed {{hadoop-hdds/rocks-native}} in [commit
f5e225007|https://github.com/apache/ozone/commit/f5e225007], thus subsequent
builds are looking for {{hdds-rocks-native-1.4.0-f5e225007-SNAPSHOT}} in Maven
repos. Since it is not found, all checks build the native module from scratch.
Please update the Maven repo for this new version. Also, please create some
automation for this to avoid the same problem in the future.
