Changes to {{hdds-rocks-native}} require a new version of the artifact to be
published to Maven repos. However, some of the Java code is only "helper", not
strictly related to the specific native library (i.e. changes in one do not
imply changes in the other).
We could reduce the number of artifact changes by moving out the helper code.
