Description: {{ContainerStateManagerImpl}} uses {{LockManager}} for
maintaining a set of locks to be used per container ID. HDDS-8765 describes in
great detail the problem with {{LockManager}}. Thus it should be replaced with
{{Striped}} locks in {{ContainerStateManagerImpl}}, too. (was:
{{ContainerStateManagerImpl}} uses {{LockManager}} for maintaining a set of
locks to be used per container ID. Similar to HDDS-8765, it should be replaced
with {{Striped}} locks.)
