## What changes were proposed in this pull request? Additional (4th) SCM and datanode are present in `ozonesecure-ha/docker-compose.yaml`, but this is only used for testing, not required for a base HA setup. The goal of this task is to extract these to a cluster add-on YAML, in order to keep the base HA cluster definition simple.
