Currently put/copy via Ozone CLI has the following replication config
precedence order:
1. CLI params
2. client's default
3. bucket-level setting
4. cluster-level default
I think bucket-level setting should override client's default. I would expect
put/copy into EC bucket to create EC keys unless explicitly overridden via CLI
params.
