Summary: Container stuck in QUASI_CLOSED state causing re

The container is stuck in the QUASI_CLOSED state for long because the close
commands being sent to CLOSE the container is not happening. This is the case
for more than 20 mins.
*Steps to reproduce:*
# Start only 3 DNs and write data
# Shutdown 2 DNs from the replica DN list
# Start the other DNs which were shutdown in step 1
Data was present in DN5, DN7 and DN8
DN7 and DN8 were stopped and [DN2, DN4, DN9, DN6, DN1, DN3]were started
