Summary: Duplicate ozone nodes are showing as dead in Ozone Recon

Steps to repro:
-> Create a cluster with few datanodes
-> Stop couple of datanodes (Do NOT stop/restart SCM)
-> Delete all the metadata/data directories configured in the stoped datanodes
-> Start those datanodes again
-> Starting the datanodes after cleaning will register the DNs as new node in
SCM
-> Now in Recon you should be able to see duplicate entries for the datanodes
(one with old datanode ID and one with new datanode ID)
