As part of [HDDS-7601|https://issues.apache.org/jira/browse/HDDS-7601] and
[PR#5303|https://github.com/apache/ozone/pull/5303], a new column family was
added to RocksDB.
This task is to use new columnFamily: *compationLogTable* to store compaction
information and migrate the existing compaction information from text file to
RocksDB's column family.
