Issues like HDDS-9196 can crash an ozone cluster. An existing code base and new
code peices can have a lot of problems theoretically, and they shouldn't kill
the OM instances. Hence, all of the ratis messages should be handled in a top
level {{try..catch}} block to avoid the server crashing
