[~ivanandika], RATIS-1793 is for some error conditions but not the normal case.
For the normal case, we do already have something similar to "follower progress
state". The confs are:
- raft.server.log.appender.buffer.element-limit/byte-limit: limit the
outstanding #entires and total size in appendEntries.
- raft.grpc.server.install_snapshot.request.element-limit: limit the
outstanding install snapshot calls
During snapshot installation, it won't have appendEntries calls.
