## What changes were proposed in this pull request? Draft PRs usually skip most checks. However, if CI code is changed, all checks are run. This is unnecessary, because marking the PR ready for review will trigger a new run anyway. Also minor addendum for HDDS-6618: wait for successful _basic_ check before starting _compile_ check (which tests compilation with Java 11 and 17). https://issues.apache.org/jira/browse/HDDS-9406 ## How was this patch tested?
