* The NetworkTopology calculation can be moved to OM by utilizing the network
topology file fetched from SCM (HDDS-9389. Introduce new API and cache refresh
for serving network topology schema to OM)
* On top of the NetworkTopology object obtained,
NetworkTopology#sortByDistanceCost would be called.
