The new {{flaky-test-check}} workflow should skip {{@Unhealthy}} tests (these
were {{@Ignore}} or {{@Disabled}} previously).
Also, convert a few leftover {{@Ignore}} or {{@Disabled}} instances to
{{@Unhealthy}}.
