Summary: unhealthy pipeline closure on slowness

*Action every 5 min:*
*Unhealthy system:* Closure of pipeline (one of node is down for long time)
* Slow follower pending count > 1024, close pipeline trigger
* Rejection of all request
Note:
* Ratis slowness notification is based on time follower has not responded.
Default is 60 sec. But this can not be considered if synchronization itself is
slow.
*Configuration* for unhealthy system pipeline close:
dfs.container.pipeline.close.trigger.slow=enable
dfs.countainer.pipeline.close.trigger.slow.count=1024
