Description:
The command `ozone freon --server` starts a web server at 127.0.0.1:9884 and
jmx is exported to /jmx.
But HDDS-6176 requires httpserver to configure ozone.metadata.dirs which is not
set by freon.
This is a similar bug to HDDS-8253.
