As it stands the number of containers logged for each insufficiently replicated
state in DatanodeAdminMonitorImpl is hardcoded to 5. This should be
configurable to allow easier debugging on decommission issues.
We should also consider increasing the default limit to something a bit larger,
live 50 for example.
