Description:
Subtask of HDDS-8538.
Recon should be able to pick up that a container is deleted in SCM and clean up
its RocksDB tables.

Recon should be able to pick up that a container is not found in the SCM and
act upon it. It should move all data to a new table so that the user can later
inspect them and clean up its RocksDB tables.
