Description: Still investigating (was: The existing ScmClient APIs are
using a pipeline to delete a container in the datanode as well. That won't work
for a missing container because the actual container isn't available and all we
need to do is clean up SCM. This Jira is for adding a client API that only
deletes the container in the SCM. The methods for the delete already exist.)
