Ozone doesn't have a file ownership concept and the \{OWNER} tag in Ranger
always has the bucket owner for keys.
Ozone native ACLs, achieve the sticky-bit behavior by checking key ACLs.
We can use a hybrid approach to solve this issue. Whenever the resource is
/tmp/tmp, we will use the *OzoneNativeAuthorizer* instead of the Ranger one.
