Description:
Creating a new admin command like `ozone admin datanode decommissionStatus`
which will show the datanodes currently under decommissioning and any
required/relevant information to track decommissioning.
TODO: Lay out a skeleton for the command to which more information can be added
later on in subsequent tasks
