Summary: TestOzoneContainerWithTLS creates a non-temporary data
folder

TestOzoneContainerWithTLS when initializing the OzoneContainer instance it uses
for the test, misses some initialization, hence the schema V3 related rocksDB
data folder is created in the current working directory instead of a test
folder even if there is an explicit directory set for the db to store data in.
The folder is created when the container is closed, however it seems that the
initialization is the part that misses a step.
