Summary: logical error in test cases, the exception is not thrown

The catch block is never reached as the exception is not thrown. Please check
these for logical correction and modify the test case flow for following
methods:
hadoop-ozone/s3gateway/src/test/java/org/apache/hadoop/ozone/s3/endpoint/TestBucketPut.java:testBucketFailWithInvalidHeader()
hadoop-ozone/s3gateway/src/test/java/org/apache/hadoop/ozone/s3/endpoint/TestBucketPut.java:testBucketFailWithAuthHeaderMissing()
hadoop-ozone/s3gateway/src/test/java/org/apache/hadoop/ozone/s3/endpoint/TestListParts.java:testListPartsWithUnknownUploadID()
