Summary: Revisit RocksDB configs when creating OMMetadataManager
for bootstrapping code

Currently, we don't set maxOpenFiles, enableCompactionDag and
createCheckpointDirs when create OMMetadataManager instance for bootstrapping.
We should set these similar to snapshotted rocksdB instance.
maxOpenFiles: ozone.om.snapshot.db.max.open.files's config value.
enableCompactionDag: false
createCheckpointDirs: false
