Configs required for running secure acceptance tests are defined in multiple
environments (currently {{ozonesecure}} and {{ozonesecure-ha}}, but also being
added in {{upgrade}} by HDDS-5506). Config from {{ozonesecure-mr}} was moved
to {{common}} in HDDS-9583. The goal of this task is to change other secure
environments to use the {{common}} config, refactoring as needed.
